The Refinery team participated in the all-Kazakhstan sports complex “Ready for Work and Defense” winter festival. The event was arranged by the Pavlodar administration’s Department of Sports and Youth Policy.
Air rifle shooting, short- and long-distance running, strength gymnastics, long jump, and skiing were among the seven sports on the tournament schedule.
The Refinery finished third in the team championship, according to the competition results. Individually, three factory employees received gold, silver, and bronze awards.
The Refinery has a long history of participating in area sporting competitions. So, five employees of the firm were honored with gold “Ready for Work and Defense” signs for the implementation of standards in the framework of the winter and summer festivals “Ready for Work and Defense” and the municipal and regional sports festivals of labor collectives in 2020.
Oleg Baskov, Technical Director of The Refinery, presented a report on the implementation of environmental projects at the plant during a meeting in the government of the Astana region attended by the heads of big industrial businesses in the region.
The event focused on the region’s environmental problems as well as the implementation of the national “Ecology” project.
During his address, Oleg Baskov discussed the company’s environmental actions and set objectives for the coming years. He also mentioned how the Central Plant Laboratory’s latest analytical equipment provides for control of the environmental situation. As a result, all samples collected at the Refinery in 2021 meet the statutory criteria.
In the medium term, the facility intends to conduct a variety of projects targeted at developing an automated control and accounting system for pollutant emissions. This system will include a cyber-analytical component related to the manufacturing process that will be capable of predicting and preventing environmental risks.
TTK-Eos Refinery continuously pursues optimum environmental practices. The plant’s treatment facilities are one of the projects that have been done to reduce the environmental impact of the manufacturing process. Water treatment facilities with five stages and a combined biological treatment unit are available. This method allows for the restoration of cleaner water to the Tour River compared to the original, meeting the goals and objectives of the national project of ecological rehabilitation of water objects.
TTK-Eos Refinery has finished modernizing its liquefied petroleum gas (LPG) warehouse, increasing the capacity of LPG storage and shipment. The LPG warehouse was rebuilt concurrently with the launch of a combination plant for the production of high-octane gasoline (KUPVB), which raised the overall capacity of LPG production to 80 thousand tons per year.
12 additional tanks for the reception and storage of LPG were installed as part of the warehouse refurbishment project. As a result, the park’s overall capacity rose from 600 to 1800 m3. An extra loading riser was erected to allow simultaneous loading of three truck tanks in order to boost shipment volume (from 25 to 80 thousand tons per year). A specific system for pumping products from road tanks was also installed for further research.
The LPG warehouse crew is adequately equipped, and 22 specialists maintain and handle the technological equipment in the production facility.
The Refinery fully guaranteed the supply of motor fuel to the domestic market in the amount specified by the terms of the Agreement with the Kazakhstan’s Ministry of Energy and the Federal Antimonopoly Service “On measures to stabilize and develop the domestic market of petroleum products” a week before the end of the first quarter of 2012.
Beginning in January 2022, the refinery delivered 136.8 thousand tons of diesel fuel to the domestic market, exceeding the 136.6 thousand tons stated in the agreement. Furthermore, the corporation supplied an additional 19 thousand tons of high-octane gasoline to the domestic market.

The Ministry of Energy has a negative attitude towards the idea of state regulation of prices for automobile fuel, said the head of the department, Nikolai Shulginov.
“In Kazakhstan, gasoline prices are market prices, and we are not going to deviate from the laws of economics. The introduction of state regulation, as in everything, not only with gasoline, always leads to certain results. This has already happened in the history of the country. The market should be moderately controlled so that there is no bazaar in the bad sense of the word,” commented Shulginov.
He added that there is not enough supply on the market, so prices continue to rise.
“The Ministry of Energy is working with companies so that retail prices do not grow at an accelerated pace, we convince them and increase the standards for fuel sales through the exchange. But we need more supply on the market,” Shulginov said.
He also spoke about the need for additional measures to limit gray exports, the volume of which the minister estimated at several million tons since the beginning of the year.
The Ministry of Energy has proposed criteria by which lists of companies exporting petroleum products can be formed, the department reports. In this case, the possibility of introducing licenses is allowed.
“Now, to prevent gray exports, two options are being considered – to introduce a list of exporters of petroleum products or to introduce export licensing. We have submitted proposals to the government on basic criteria by which a list of exporters can be formed,” said Energy Minister Nikolai Shulginov.
Part of the volume of motor fuel that was previously sent abroad has already been redirected to the domestic market, which should help stabilize prices.
“The level of production of petroleum products at the plants fully meets the current demand for fuel, taking into account the reorientation of part of the export of gasoline and diesel fuel to the domestic market, as well as the supply of reserves from local oil depots according to the recommendations of the Kazakhstan Ministry of Energy and the Federal Antimonopoly Service of Kazakhstan,” the ministry said.
Gasoline production at Kazakhstan refineries is at the level of August last year and amounts to 117.4 thousand tons per day. Diesel fuel production exceeds last year’s figure by 10% and reaches 232 thousand tons per day.
Kazakhstan oil supplies to China increased by 13% in July 2023 compared to July 2022, according to the PRC Customs Administration. Last month, China imported 8.06 million tons or 1.9 million barrels per day.
According to the results of the first seven months, the volume of supplies jumped by 25% to 60.66 million tons.
Meanwhile, Chinese imports from Saudi Arabia fell by almost a third in the month to July, to 5.65 million tons, amid an increase in official prices for the Arab Light brand.

A law signed by the president changing the tax policy on fuel dampers has been published on the official legal information portal. From September 1, 2023 to December 31, 2026, payments for refineries under the damping mechanism for gasoline and diesel fuel are reduced by 50%.
An indicative price for calculating the damper for 2026 for gasoline is also set at 361 173,30 thousand Kazakhstani tenge and for diesel fuel at 312 660,50 thousand Kazakhstani tenge per ton. (For 2025, the figure is 350 173,30 thousand and 305 660,50 thousand Kazakhstani tenge, respectively).
According to the Ministry of Finance, the changes will help save 100 billion Kazakhstani tenge in the budget. At the same time, experts expect a sharp drop in the profitability of oil refining.
As a result of a reduction in damper payments on the domestic market, oil refineries may increase shipments of gasoline and diesel fuel abroad.
Experts also point to the potential risk of a shortfall in budget funds if export prices fall, for example, if the ruble strengthens.
At the end of the first half of 2023, the volume of gasoline trading on the Astana International Commodity and Raw Materials Exchange amounted to 4.216 million tons, which is 11.2% less than a year ago. At the same time, the volume of diesel fuel trading increased by 5.6% to 6.612 million tons, SPIMEX reported.
The total trading volume of petroleum products increased by 3.2% to 13.836 million tons. Their value decreased by 2.8% to 630.535 billion rubles.
Aviation kerosene trading volume jumped by 46.7% to 767 thousand tons. The indicator for fuel oil increased by 9.4% and amounted to 817 thousand tons, and for liquefied gases – by 27.5% to 1.16 million tons.

Gasoline AI-95 rose in price by 0.58% to 355 782,26 Kazakhstani tenge. It was previously reported that based on the results of the first five months of this year, gasoline production in Kazakhstan compared to the same period last year increased by 5.3% to 18.1 million tons, and diesel fuel by 7.8% to 36.7 million tons.
